Flagship Applications
The HARIS provide registration of documents, right at the
Tehsil/Sub-Tehsil premises. HARIS features include various security checks,
on-line capturing and storing of photos of buyer, seller and witnesses,
information of registration fee, printing of registration certificate and
various statistical reports. The software provides maintenance of database
and on-line query facilities. The system is being implemented at both
two tehsils and all three sub-Tehsils of district. Encouraging results have been received in
terms of revenue maximization, cost minimization and public convenience. The
software has been developed in-house by NIC Haryana State Unit.
The Land Records computerization system involves
different sub-systems like Jamabandi creation, Mutation, Khasra Girdavari,
Generation of New Jamabandi, On-line query on Land Records Information,
Nakal (Record-of-Right) generation and distribution services to public. Creation of New Jamabandi
using semi-automatic Jamabandi generation system will be implemented
shortly. Nakal Services centers are ready at both two tehsils of the
district
This software is helping the CM
Office in closely monitoring the prestigious programme of Hon’ble Chief
Minister Haryana. The Software is implemented at NIC-CM IT Centre and all
districts of Haryana. All the Heads of Departments and Dy. Commissioners are
closely involved in the implementation of the system. The NIC has also developed the Web
enabled version of the software and the sub-systems for implementation at
local HOD and DC levels. These sub-systems have also been synchronized with
main system at CM Office. The software provides around 40 type of different
reports, in addition to on-line query and web enabled updation with necessary
security features. The programme is reviewed regularly by the State level
Monitoring Committee headed by Principal Secretary to Chief Minister.

The system is a secure, work flow automation application
for Treasuries. The OTIS provide computerization of payments, receipts,
budget control with DDOs, linkage to respective bank branch, Information
flow to Accountant General Haryana and Finance Department.
Information flow between sub-treasuries and District Treasuries and DTA. The
NIC Haryana State Unit has developed the software. Same has been
implemented in this district with connectivity from Sub-Treasuris to
District Treasury and from District Treasury to DTA-Haryana.
Based on
new House Tax Formula of Haryana Government, the software generates the house
tax notices, house tax bills for collection of tax and issue of
receipts, various forms, registers, reports .
The survey has been carried out, data entry completed at both two Municipalities, and detail analysis on house tax assessment has been carried
out. The notices of House Tax have been issued, in all Municipalities.
The Fire Tax also added where ever applicable. The collection of Tax at
various Municipalities started.
The application packages identified under D-MAP includes
Public Grievances, Public Information & Facilitation System, Payroll,
Periodic Returns Transmission System, DAK Monitoring System, PATwari
Information System [PATIS], Revenue Recovery Information System, Rainfall
Information System, Decision Support System, Court Cases Monitoring System,
CM Announcement (Sarkar Apke Dwar), Village Information System, Arms License
Information System, Certificate Issuing System. The work has also started on
D-MAP applications and some of the applications like Payroll, Court Cases
Monitoring system, Public grievances have already been
implemented.
The survey of all Households living Below Poverty Line
has been conducted in rural area of Haryana. A database for this census has
been created at all DRDAs. The application has been developed keeping
utilization of BPL database at DRDA as well as Directorate Level in view.
The System is a Web-Enabled query system and quite easy to use. This
database is being used for implementing various schemes for BPL population
in the State.
The Driving License Software ( Sarathi) captures on-line photo
and signatures. The DL is printed and database is created for quarrying.
Different kinds of reports are also generated. The Vehicle Registration
Software (Vahan) allows for registration of Vehicles and printing of RC. The
Software is operational at Narnaul & Mahendragarh. The implementation of the
software has resulted in increase in revenue, greater transparency and
improvement of service delivery to public and ease of data analysis.
The suite of five packages ( Payroll, PIS, Dak
Monitoring, Court Cases and Meetings Management) has been developed. Payroll
Information System completely conforms to the various forms approved by
A.G. Office Haryana. The database maintains department code, employee code,
and various heads of accounts as per the directions of Finance Department
Haryana. The software is expected to form the important component of
proposed Central Data Repository in future. Personnel Information System maintains
basic permanent information, ACR, awards, punishment and integrity details.
The S/W can help in Deployment of staff, Planning transfers, Planning for
promotions, filling of vacancies, deciding extension beyond 50 and 55 years
etc. The software is based on the format approved by the committee headed by
Chief Secretary Haryana. Security has been provided at server based system,
no unauthorized person can tamper the Database. DAK (Diary/Dispatch)
Monitoring System keeps a track of the Dak marked to different officers
in the department and the status of action taken by them. The software helps
in building a basic database on all type of references. Court Case
Monitoring System systematically monitors the status of the various
types of court cases of the department pending in various courts. Timely
alarms are provided so that the various branches of a department can take
the forehand action. Meetings Management System maintains Meeting
Notice, Agenda Items, Attendance Sheet, Minutes of the Meeting etc.
Under
District Networking [D-NET] all the main offices under Dy. Commissioner are
proposed to be networked. D-NET will facilitate automation of workflow and
single window Information access and e-mail communication to general public. The standard
replicable software product under the title "E-DISHA" has
been developed with 22 types of citizen services. The E-DISHA has been
implemented in district Mahendergarh.
Two villages of district
Mahendragarh, Haryana have appeared on the internet, which is a
testimony to the efforts being made by the state Government in taking
Information Technology to the grass-root level.
